GARY E. REYNOLDS's Bio
Mr. Reynolds began working in road construction on a part-time basis in 1967 for Texas Bitulithic Company (now APAC, Inc.) on various asphalt paving and lime stabilization crews, while also serving (2) years on the construction of DFW International Airport. He studied Civil Engineering at Tarleton State and UT Arlington while working part time at Texas Bitulithic and in 1972 he worked six months as a truck dispatcher at a local aggregate hauling company, but realized his passion was in the road construction business and returned to Texas Bitulithic while continuing his studies of Civil Engineering student at UTA. In 1974, Mr. Reynolds began working full-time in the industry when he took a foreman position at an excavation company. During his seven years with Orval Hall Excavating, Inc., Mr. Reynolds performed various road and site projects, was involved in estimating projects, and was promoted to General Superintendent for his last two years with the company. Mr. Reynolds became a partner with Mr. Meto Miteff, an attorney, in 1981, in an asphalt business that Mr. Miteff purchased (obtained the stock of Dalworth Plumbing and Heating, dba Metro Asphalt – which later became Reynolds Asphalt & Construction Company.) Mr. Reynolds began serving as company President at that time.
During his 35 year tenure at RAC, Mr. Reynolds developed and directed all aspects of RAC’s operations, including implementing all policies and procedures, and is responsible for overseeing the Company’s overall strategic direction while watching the Company grow from 5 employees in 1981 to the present 150 employees today. To date, Mr. Reynolds maintains a highly visible oversight position in all of the company’s operations including weekly scheduling meetings, on-site consultation and inspections, plant operations, and accounting and financial oversight.
Mr. Reynolds is active in several professional and charitable organizations, including Member of the Texas Hot Mix Association, Member of the AGC – Heavy Highway Association, Member of several Chamber of Commerce, Chairman Emeritus of the Board of Governors at the Shrine Hospital for Children-Galveston, Past Chairman and now Treasurer of the Fort Worth Masonic Library and Museum, and served for three years on the Tarrant Bank Board of Directors. Mr. Reynolds also coached little league baseball for 10 years, and enjoys ranching and several other entrepreneurial adventures as time allows.

Ned D. Tankersley's Bio
With a Civil Engineering education, Mr. Ned Tankersley began his career with Southwestern Contracting Company in 1976. Primarily, Mr. Tankersley began learning the asphalt and paving business on small residential and commercial construction projects. In 1982, he was promoted to Vice-President, Estimating and remained there until the business sold out. After being recruited by Mario Sinacola & Sons Excavating, Inc. in 1987, Mr. Tankersley was charged with establishing their first Texas Department of Transportation projects, initially beginning with a new concrete paving operation from scratch. While working as Sinacola’s Chief Estimator, Mr. Tankersley was responsible for growing their TXDOT volume upwards of MOM annually.
In 1993, Mr. Tankersley went to work for Duininck Bros., Inc. out of Roanoke, Texas retaining his focus on heavy highway construction and TXDOT bidding. Mr. Tankersley accepted the promotion to Chief Estimator and assisted in the growth of up to 860M in annual revenue for their Texas Division. While working there, Mr. Tankersley assisted in the project management of the Ellis and Johnson County portions of Highway US 67, and the Hopkins County portion of IH-30.
Mr. Tankersley joined Reynolds Asphalt and Construction in 2000 as our Vice President of Estimating and Construction. With more than 30 years in the asphalt and concrete market, Mr. Tankersley has extensively developed his ability to read the market and cover cost items. He serves as a signing authority for all Reynolds Asphalt and Construction Co.’s business. His consistent pursuit of TXDOT projects and their bidding process has established for him a significant level of respect in all aspects of the industry. In the 2006-2007 term, Mr. Tankersley served as the AGC of Texas, Fort Worth Area Chairman.
